Political and Professional Biography

Klaus Hagemann has lived and worked in the Rheinhessen area since 1958 and now resides with his family in Osthofen. Mr. Hagemann holds a degree in education and worked from 1971 – 1987 as a high school teacher in the towns of Westhofen and Mettenheim.

Mr. Hagemann has a long experience in public service. He has been an active member of various organisations and societies focusing on causes such as the environment, youth issues and improving workers' rights. Since 1979 he has been a member of the Alzey-Worms County Council and chairman of the regional branch of the Social Democratic Party (SPD). Between 1987 and 1994 Mr Hagemann was Mayor of the City of Osthofen and since 1994 has been the region's elected representative in the Federal Parliament.

Working for His Constituency

laborwendelsheim As a Member of Parliament, Mr. Hagemann works very closely with the people in his home constituency. Whether it is a labor union or a school class, he always has an open ear for the needs and concerns of his constituents. He feels that the input of the people is a necessary component in a democracy. To this end, he has established open office hours in which constituents are able to speak directly to him about personal concerns and political issues. Mr Hagemann encourages school and university age students from his electorate to participate in weeklong internships in his Berlin office, in order to gain first hand experience in the functioning of German Federal democracy.

Mr. Hagemann has also worked to bring federal funding into the region for needed projects. The building of a second bridge crossing the Rhine in Worms, the new Highway from Guntersblum to Oppenheim and the expansion of the Worms University of Applied Sciences are just of few examples of these projects.

Committees

As an active law maker in the Bundestag, Mr Hagemann is a member of the following parliamentary committees that deal with the issues of budget and expenditure, citizen petitions and education and research.

 

Budget Committee (Haushaltsausschuss)

As member of the Haushaltsausschuss, Mr Hagemann works to ensure the transparent and efficient administration of the German Federal Budget. Each year the Budget Committee considers the draft federal budget for the coming year as well as any supplementary budgets or budgetary amendments submitted by the Federal Government. The Committee also has the right to scrutinise and to be consulted on any law which involves expenditure of federal funds. Decisions and recommendations made by this committee require the approval of the Bundestag, however this is granted in almost every case. Mr Hagemann has special responsibility for overseeing the budget for research and education in connection with his membership of the Committee for Education, Research and Technology Assessment (see below).

 

Petitions Committee (Petitionsausschuss)

Mr. Hagemann is a member of the Petitionsausschuss, a parliamentary committee of 25 members which responds to questions and petitions submitted by citizens. The right for any person to submit petitions (written requests or complaints) to the Bundestag is enshrined in Article 17 of the German Grundgesetz or "Basic Law". All requests must be answered, and the committee has the right to ask any federal government agency for appropriate information, as well as the power to demand access to their premises and files. This right helps to maintain transparency in the federal administration.

 

Committee for Education, Research & Technology Assessment

(Ausschuss für Bildung, Forschung und Technologieabschützung)

As an associate member of this committee, Mr Hagemann works to review and promote education and research policy. The Committee's area of responsibility largely reflects that of the Federal Ministry of Education and Research, however it also deliberates on programs and draft legislation from the European Union in the field of education and research policy. The Committee is also responsible for the "Office of Technology Assessment", an advisory body attached to the Bundestag which produces studies assessing the impact of various developments and problems in the field of technology.
